Inside the facilities, the atmosphere felt different. Service members moved in organized groups but quickly settled into rows of cubicles, temporary offices, and processing stations built in gyms or tents. Their role was carefully defined: administrative assistance only. Yet every file reviewed, every form completed, and every name entered into the system quietly shaped someone’s future. Each finished case could mean another seat filled on a late-night flight, another family uncertain about what would happen next.

But behind those numbers were anxious conversations, rehearsed explanations, and long days of waiting.
